Should a privately owned business owner have the right to determine all the specifics of who they will hire regardless of equal opportunity laws?

Should they be subject to inspections, etc. by government officials?

If this business were to work with children or youth should random, unannounced visits be made by child welfare to insure the safety of the children?

Should government grant money be available for those wanting to start a privately owned business?
