Majority of students are affected by cyber bullying once in their lives. Do you think it's alright to bully another student as long as it is not on school property?

Most school boards have weak policies against cyber bullying because not much can be done about it. Do you think that the school boards should enhance the policy so that more can be done such as suspension or even expulsion?
