Fluoride is a toxin. It causes discoloration of the teeth, kidney problems, and arthritis. It causes memory problems, and slowly destroys cognitive abilities in thought processing. You wouldn't need one. The app part would be on a smartphone. You could call into an automated system on a regular phone or cell phone to add funds (and most likely give you a confirmation number to write down or possibly text if you were using a cell phone)
