We are in drought conditions here in MA, and our town has started water restrictions. A big debate came about on a town message board about a couple people who run their own business that use a lot of water like car detailers, pressure washers, mobile pet spa and such. Should these people be allowed to continue in drought conditions since it is their livelihood or should they stop until water conditions improve?

No. These are not necessary things, their business plan should have provisions for such events.
