The US defense secretary, Chuck Hagel, has announced on Monday that “after Iraq and Afghanistan, we are no longer sizing the military to conduct long and large stability operations”. He believes that the US is going to stop the business of long, agonizing ground wars for the foreseeable future, and has detailed such in the Pentagon’s budget plan for 2015. The $496bn budget, reviewed by the Pentagon on Monday before its submission to Congress next week is proposing a scaled back modern military that would cut the army to its lowest troop level since before World War II.
