Foie gras is duck or goose liver that has been fattened by force-feeding the bird. While some consider it a delicacy, animal rights activists claim it is cruel and inhumane to force feed birds. In 2004, the California legislature passed SB 1520, which banned the production and sale of foie gras. The law went into effect on July 1, 2012. Foie gras producers and a restaurant group filled a lawsuit to overturn the law. In January 2015, a federal judge struck down the law banning the sale of foie gras on the grounds that it was preempted by the federal Poultry Products Inspection Act.
