Italian poet Dante with his famous "Inferno" (part of his Divine Comedy) describes a Hell that descends through nine torturous circles, each for a certain sin. Dante's Hell, far from being a "lake of fire," was actually an icy tomb for those who committed treachery. A three-headed Lucifer (the devil) is frozen solid in an icy block, his left and right heads gnawing on the bodies of Brutus and Cassius (who conspired to murder Julius Caesar) and the middle head is eating Judas Iscariot (who betrayed Jesus of Nazareth). And Lucifer, of course, betrayed God. So for Dante, "When Hell freezes over" would mean "always."
