Results: Do you think I should charge her a monthly fee for taking care of this dog, since she is never home to do it herself?

My 17 year old daughter brought home a puppy in August to show us how responsible she is. The first two weeks she did a great job and from there it has been down hill. I ended up potty training the dog, feeding the dog with food that I bought, giving her treats with the rest of the animals, and playing with her. I have said many things to my daughter about this but she get's mad every time I do. So, do you think I should charge her a monthly fee for taking care of this dog since she is never home to do it herself?
