Results: Should everyone be allowed to have a pet?

Day after day I am more convinced that some people should never have pets. I have no clue how that can be controlled, but I wish at least those who were proven to be unable to take care of one, get banned. A bit ago I was listening to a coworker who gave away two dogs. The fist one because he was big and didn't obey her. She never thought training the dog was worth it. The second one was too demanding. Then she adopted to cats. Now she leaves every window opened in her apartment hoping they won't come back, as she has to spend too much money to take care of them. She knows she is not patient enough to have pets, and doesn't like them much. But she keeps getting them till she gets tired. Do you think that someone with this behavior might change for better sometime?

Another strange behavior I've seen many times is people adopting puppies for their kids and getting rid of them when they grow up a bit. Did you ever meet someone that did something like this?

There are abusive people with animals too. Do you know about any really efficient laws to prevent these people from getting pets again?

At the same time, there are people who would love to have a pet but can not afford to take care of one. Retired and disabled people come first in my mind. Consider many people feel lonely and sad. A pet can make their lives much better People with pets tend to be healthier and more active than those who do not have them. Do you consider they should get some support to be able to have a pet?
