I just took delivery of a dash cam using my TW money. It had many useful features and appeared to be good value for the money ($49) But It was made "overseas" and had instructions that are in English yet are impossible to follow. If you had a similar experience, would you return it?

Here are instructions from the user manual on how to set up the WiFi: Step 1: scan QR code and download app "honour robot" Step 2: long press the mode key to start WiFi Step 3: view the WiFi name and password in the host version information. There was NO QR code and NO "Honor Robot" app that I could find. Should companies be obligated to give clear instructions, and stop using translation software or however they do it?

Products made overseas must pass a certification process for safety reasons before they can be sold in North America. Should the clarity of the instructions be included in this process?

Another option is to not buy these types of products in the first place. Whether we don't buy or whether we buy and then return the product, this must be bad for the business in the country that made it. The next time you buy such a product will you write a review and/or give feedback to the manufacturer?
