Not wearing a seat belt does not cause accidents, but someone texting and driving could cause an accident. Some jurisdictions state that you can be pulled over by police for the simple fact of not wearing a seat belt, but that in order to pull you over for driving and texting, that you would have to be violating another traffic law.
