Pennsylvania was founded as payment for a debt! Several of the original colonies were from charters, with land grants given to individuals based on one's relationship with the king. In 1681 the Quaker writer Wm Penn secured a large grant (land between New York and Maryland) as payment King Charles owed to Penn's father. He made it a safe haven for Quakers and open to all faiths.
