The history of Captain Canuck's appearances in publication is wrought with numerous hiatuses, miniseries iterations, a proposed newspaper comic strip, and an animated web series. That is to say, the character has not appeared in an ongoing comic book that has been published on a regular basis since first appearing 50 years ago. Are there ay fictional characters whose stories you enjoy but whose appearances in any medium in which they appear are intermittent or scattershot?
Yes (and I may name at least one in a comment)

Captain Canuck's narrative history is arguably at least peculiar as the character's history of appearances in print and animation. His origin story isn't told until the third issue of the original run of the comic named for him, and the Captain's suit has been filled by at least two different times in his (their?) history; but, if I rightly I recall from my study on Canuck prior to starting to write this poll, both of those Captains met when the original comic series picked up in the 1980's after its first hiatus. Are there any fictional characters whose narrative histories confused you or seem...unnecessarily...convoluted?

I may have misunderstood or been confused in understanding the first video about Captain Canuck I viewed, but my understanding is that one impetus for the character's creation was a Canadian law enacted during World War II which prohibited the importation of non-essentials into Canada; among those non-essentials were U.S. comic books. If you were in Canada any time between the mid-1940's to 1975 and were in any retail spaces that sold comic books, do you recall having seen any U.S. titles for sale?
Yes (so, you must have misunderstood, Rake1)

The latest appearance of Captain Canuck, to my knowledge, is in a one-off comic book wherein he takes on President Donald Trump and Elon Musk over the issues of tariffs and the thus far unacted upon prospect of annexing Canada to become part of the U.S. I've not read the book, so I don't know how it turns out (and giving away spoilers would be rude if I had read it!). But do you find it appropriate for a comic superhero to be insinuated into a matter of current international geopolitics?
