For instance, in Kansas you can be fined $125 for this transgression. Police routinely patrol neighborhoods, looking for running vehicles, then checking to see if the keys are in the ignition or not. Their reasoning is that if the vehicle is stolen, that's more work for law enforcement. Do you think this is a fair law? Yes
