Chicago has laws against "aggressive panhandling". Pindak and Phillips claim they are not "aggressive", that they simply sit with their signs. Pindak, 63, claims he has to beg in order to supplement the $750/month in disability he receives, $720 of which supposedly goes to his assisted living facility. Do you think people have the right to beg for money? Yes. Any time, any place. You can always say "no".
