Results: China's responsibility for the COVID-19 virus pandemic

I feel that China should take full responsibility for the COVID-19 pandemic. When the virus first broke out in the Wuhan area of China and quickly turned into a pandemic in that city the Chinese government acted like nothing was happening and denied anything was wrong. Healthcare workers in Wuhan were not given proper equipment to protect themselves resulting in large numbers of them becoming infected with the virus. At this point China should have closed and locked down the borders to the entire country - not just Wuhan but did not take any action in doing so. All travel by ground or air should have been sealed off completely to prevent the virus from getting beyond China's borders. I feel that China should financially compensate every country in the world affected by the COVID-19 pandemic.
