Several years ago Maryland passed the Dream Act. The Dream Act allows the children of illegal immigrants residing in Maryland to pay lower state tuition rates at public universities, as opposed to higher out of state tuition rates. Proponents argue that this makes COLLEGE affordable and offers opportunity to children who came to this country with their parents. Critics say this is unfair because encourages illegal immigration and further strains tax resources and a cash strapped university system.
