Once Japan had attacked French Indo-China in 1940, USA placed a complete embargo on American scrap steel and oil imports on Japan in July 1941. This embargo permitted the freezing of all Japanese assets in USA, impacting Japan's access to vital resources, especially oil which Japan imported 80% from the USA. Later, Japan will decide to attack Pearl Harbor.
