Leslie Sebastian Charles or Billy Ocean, is a British singer and songwriter who had a series of hit songs in the UK and internationally from 1976-1988. Here's a great performance of "When the going gets tough, the tough get going" which was featured in the movie The Jewel of the Nile (1985) hence the back up singing was provided by three famous movie stars in that movie.
