20 year old Dmitriy Andreychenko is charged with making a terrorist threat, which is a felony, after walking into a Springfield Walmart heavily armed, wearing a tactical vest. Missouri is a constitutional carry state which means you can carry a weapon openly or concealed without a permit. It only becomes a crime if you carry in a threatening manner.

While I personally think this kid pulling this stunt so closely after the recent shootings was very stupid, he technically did not break any laws. This may not be the best example but in general we can't always know how another will feel or react to any given event. So what is more important?
