A woman in NM was issued a citation because her 6-year-old child was not wearing a seat belt. The mother complained to the court that the child absolutely refused to wear one, and she was always pulling over to put it back on. So the judge enlisted the local traffic school to hold a "Full Seat Belt School" to try and encourage this child, and others, to restrain themselves. What do you think of this "punishment"?
